Put your neighbor on racist, gay porn, and evangelical mailing lists using your computer.

First, you could try installing a firewall and setting the security very high. If that doesn’t work…call the police!!! Your privacy is important (especially your finances, passwords, etc.). This is a federal offense!

If a neighbor is doing it you must have a wireless network.
At least enable WEP. (Wired Equivalent Privacy) You can implement as much or as little security as you want to on your wireless network, but at an absolute minimum, even with it’s vulnerabilities, you should enable WEP. Whether you implement 64-bit or 128-bit doesn’t really matter too much, as it’s not the encryption scheme that’s determining how long it takes to crack it, but the number of possible Initialization Vectors. WEP is only a low barrier to entry, but it will keep out many of the casual hackers because there are so many other wireless networks that are wide open and easier targets.

Passwords, if you are using Windows 2000 or XP he (she) cannot log on without your password. If you are on a wireless network then switch to a wired network. Get a Firewall I recommend Zone Alarm. You can get a free version, the Pro version watches for spy ware, it tracks cookies, and evil programs that someone might have placed on your machine. When a program first runs Zone Alarm asks if you want it to run. Say yes to those programs you are sure of and block those you are not short of. You can set it to always allows the programs you want to run to operate.

Password protect your internet connection. delete all of your cookies/temp files/history. turn your computer off when not using it, or disconnect it from the internet.
